A BILL FOR AN ACT

relating to the john a. burns school of medicine.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that partnerships between medical schools and public hospitals have existed for decades in other jurisdictions, such as San Francisco and Los Angeles. Such partnerships have enabled public hospitals to serve as teaching hospitals, training future health care professionals to serve the community well for the longer term and allowing them to benefit from high-quality care and cutting edge research. Medical schools also benefit from these partnerships by obtaining access to residency and practice opportunities within the community. The legislature further finds that the University of Hawai‘i John A. Burns school of medicine is the State's only medical school and operates under a community model. The ongoing physician shortage, especially in rural areas of the State, presents an opportunity for the John A. Burns school of medicine to partner with Hilo medical center, which is a Hawai‘i health systems corporation hospital and the only hospital in east Hawai‘i island, in order to maximize the efficient expenditure of public funds.

The purpose of this Act is to establish a task force to examine and report on the advisability and feasibility of transitioning Hilo medical center into a John A. Burns school of medicine teaching hospital.

SECTION 2. (a) There is established a task force to be administratively attached to the University of Hawai‘i John A. Burns school of medicine to assess the advisability and feasibility of transitioning Hilo medical center into a John A. Burns school of medicine teaching hospital.

(b) The task force shall include the following members:

(1) One representative from the University of Hawai‘i John A. Burns school of medicine;

(2) One representative from the Hawai‘i health systems corporation;

(3) One representative from the Hawai‘i Medical College;

(4) One representative from the University Health Partners of Hawai‘i;

(5) One representative from a health insurance provider;

(6) One representative from an appropriate labor union; and

(7) One representative from the public.

(c) The task force shall submit a report of its findings and recommendations regarding the advisability and feasibility of transitioning Hilo medical center into a John A. Burns school of medicine teaching hospital to the legislature no later than twenty days prior to the convening of the regular session of 2020.

(d) The task force shall be dissolved on June 30, 2020.

SECTION 3. This Act shall take effect on July 1, 2019.
