A BILL FOR AN ACT

 

 

RELATING TO TECHNOLOGY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 26, Hawaii Revised Statutes, is amended by adding a new section to part II to be appropriately designated and to read as follows:

     "§26-    Livestreaming; remote testimony; state departments; meetings.  (a)  Beginning January 1, 2023, each principal department shall livestream all meetings through the use of audiovisual technology, which shall be made available to the public on the respective department's website; provided that, in addition to any other hearing notice requirements, notice of all meetings shall be made via social media.

     (b)  Each principal department shall establish, by rule, procedures to enable the receiving of remote testimony for meetings.

     (c)  The requirements of this section shall not apply to any county entity."

     SECTION 2.  Chapter 92, Hawaii Revised Statutes, is amended by adding a new section to part I to be appropriately designated and to read as follows:

     "§92-    Livestreaming; remote testimony; boards and commissions; meetings.  (a)  Beginning January 1, 2023, all boards and commissions shall livestream all meetings through the use of audiovisual technology, which shall be made available to the public on the respective board's or commission's website; provided that, in addition to any other hearing notice requirements, notice of all meetings shall be made via social media.

     (b)  All boards and commissions shall establish, by rule, procedures to enable the receiving of remote testimony for meetings.

     (c)  The requirements of this section shall not apply to any county entity."

     SECTION 3.  (a)  There is established a livestreaming pilot program that shall require the board of agriculture, board of land and natural resources, and Hawaiian homes commission to livestream all its meetings through the use of audiovisual technology, which shall be made to the public on the respective board's or commission's website; provided that, in addition to any other hearing notice requirements, notice of all meetings shall be made via social media.

     (b)  The pilot program shall cease to exist on December 31, 2022.

     SECTION 4.  New statutory material is underscored.

     SECTION 5.  This Act shall take effect on July 1, 2050.

Description:

Beginning January 1, 2023, requires all state departments and boards and commissions to livestream meetings and develop procedures for receiving remote testimony.  Establishes a pilot program that requires the Board of Agriculture, Board of Land and Natural Resources, and Hawaiian Homes Commission to livestream its meetings.  Effective 7/1/2050.  (SD2)
