A BILL FOR AN ACT
RELATING TO TECHNOLOGY.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 21, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§21-
Livestreaming; remote testimony; public
hearings. (a) The
legislature shall livestream all its public hearings through the use of audiovisual
technology, which shall be made available to the public on the legislature's website.
(b) Each chamber of the legislature shall establish,
by rule, procedures to enable the receiving of remote testimony for public
hearings."
SECTION 2. Chapter 26, Hawaii Revised Statutes, is amended by adding a new section to part II to be appropriately designated and to read as follows:
"§26- Livestreaming; remote testimony; state departments;
public hearings. (a) Each
principal department shall livestream all its public hearings through the use of
audiovisual technology, which shall be made available to the public on the respective
department's website.
(b) Each principal department shall establish, by rule,
procedures to enable the receiving of remote testimony for public hearings."
SECTION 3. Chapter 92, Hawaii Revised Statutes, is amended by adding a new section to part I to be appropriately designated and to read as follows:
"§92- Livestreaming; remote testimony; boards and
commissions; public hearings. (a) All
boards and commissions shall livestream all its public hearings through the use
of audiovisual technology, which shall be made available to the public on the respective
board's or commission's website.
(b) All boards and commissions shall establish, by
rule, procedures to enable the receiving of remote testimony for public hearings."
SECTION 4. New statutory material is underscored.
SECTION 5. This Act shall take effect on July 1, 2050.
