A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the TWELFTH senatorial district.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $35,773,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of capital improvement projects for the twelfth senatorial district, as follows:
1. Ala Wai elementary school
A. Covered playcourt.

A. Renovation of first floor B building restrooms.

4. Washington middle school
A. Plans and design for a performing arts academy, including the design of a new band room, design of the upgrade and renovation of the old band room and orchestra and chorus room, design of a new dance studio, design of a new auditorium and parking structure, construction for relocation of sewer lines, and updated studio equipment.

5. Ala Wai small boat harbor, Oahu
A. Replace floating docks at boat ramp with new aluminum framed floating docks.

SECTION 2. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital projects set forth in section 1 shall be expended for the purposes of this Act as follows:
(1) The sums appropriated in items 1 through 4 shall be expended by the department of education; and
(2) The sums appropriated in item 5 shall be expended by the department of transportation.
SECTION 4. This Act shall take effect on July 1, 2020.
