A BILL FOR AN ACT

 

 

relating to the university of hawaii community colleges.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  The auditor shall conduct a comprehensive performance audit of the University of Hawaii community college system.  The audit shall include an examination of the management and operations of the University of Hawaii community college system and present findings and recommendations to the legislature, as appropriate.

     The audit shall, at a minimum, assess the University of Hawaii community college system's programs, activities, policies, and procedures relating to enrollment, hiring practices, tenure, and buildings and facilities maintenance.

     SECTION 2.  The University of Hawaii community college system shall fully cooperate with and provide assistance to the auditor as needed with respect to the audit and shall respond promptly to the auditor's request in conducting this audit, including providing records and other information requested in the course of the audit.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2020-2021 to the office of the auditor to conduct a comprehensive performance audit of the University of Hawaii community college system.

     The sum appropriated shall be expended by the office of the auditor for the purposes of this Act.

     SECTION 4.  The auditor shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2021.

     SECTION 5.  This Act shall take effect upon its approval.
