A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of the nineteenth senatorial district.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $78,760,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of financing capital improvement projects for the nineteenth senatorial district, as follows:

1.  To be expended by the department of transportation:

A.   Fort Weaver road, Oahu

Construction related to road improvements and extension of Keaunui drive to Renton road.

     Total funding              $34,000,000

2.  To be expended by the university of Hawaii:

A.   University of Hawaii, West Oahu, Oahu

Construction related to campus improvements.

Construction                    $10,000,000

     Total funding              $10,000,000

3.  To be expended by the department of education:

A.   Ilima intermediate school, Oahu

Design and construction for cafetorium renovations and new sixth grade building.

Design                          $   200,000

Construction                    $ 2,000,000

     Total funding              $ 2,200,000

B.   Iroquois Point elementary school, Oahu

Plans, design, and construction of a playground cover or awning.

C.   James Campbell high school, Oahu

Plans, design, and construction for a girls locker room.

D.   James Campbell high school, Oahu

Plans, design, and construction for an athletic complex, including a new stadium, press box, restrooms, and a concession stand; ground and site improvements; equipment and appurtenances.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2022, shall lapse as of that date.

     SECTION 3.  The sum appropriated shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2020.
