A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE ninth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $8,515,686 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of capital improvement projects for the ninth senatorial district, as follows:
1. Kaiser Complex (Aina Haina Elementary School, Hahaione Elementary School, Kamiloiki Elementary School, Koko Head Elementary, Niu Valley Middle School, Kaiser High School)
A. Air conditioning for two hundred thirty-six classrooms.

2. Aina Haina Elementary School
A. Paving of gravel lot.
Construction $500,000

B. Air conditioning for thirty-three classrooms.
Construction/Equipment $462,000
Total funding $462,000
3. Hahaione Elementary School
A. Full electrical upgrade.
Construction $550,000
Total funding $550,000
4. Niu Valley Middle School
A. Air conditioning for forty classrooms.
Construction/Equipment $560,000
Total funding $560,000
5. Waialae Charter Elementary School
A. Upgrades to electrical, telephone, plumbing, and new classroom.
Construction $915,000
Total funding $915,000
6. Waikiki Aquarium
A. Renovation of electrical system.
Construction $1,800,000
Total funding $1,800,000
B. Renovation of gallery floors and ceilings.
Construction $450,000
Total funding $450,000
SECTION 2. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows:
(1) The sums appropriated in items 1 through 5 shall be expended by the department of education; and
(2) The sum appropriated in item 6 shall be expended by the University of Hawaii.
SECTION 4. This Act shall take effect on July 1, 2020.
