A BILL FOR AN ACT
RELATING TO THE STATE OF HAWAII MUSEUM OF MONARCHY HISTORY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that Iolani Palace is a living legacy of a proud Hawaiian national identity and represents the dignity and unique history of the people of Hawaii. The legislature supports the palace's mission to preserve, restore, interpret, share, and celebrate the unique cultural, historical, and spiritual qualities of Iolani Palace and its grounds for the benefit of native Hawaiians, the people of Hawaii, and the greater world. The legislature notes that recurring state funding should be designated to support the mission of Iolani Palace as the State of Hawaii museum of monarchy history.
Accordingly, the purpose of this Act is to appropriate funds to the State of Hawaii museum of monarchy history for restoration, repair, and one full-time equivalent (1.0 FTE) groundskeeper for Iolani Palace.
SECTION 2. There is appropriated out of the general
revenues of the State of Hawaii the sum of $2,325,000 or so much thereof as may
be necessary for fiscal year 2020-2021 to support the operations, maintenance, restoration,
and repair of Iolani Palace; provided that:
(1) $2,000,000 shall be designated for restoration and repairs;
(2) $250,000 shall be designated for operation and maintenance; and
(3) $ shall be designated for one full-time equivalent (1.0 FTE) groundskeeper;
provided further that any funds appropriated pursuant to this section shall be in addition to and shall not supplant any portion of the base budget of the department of budget and finance for the State of Hawaii museum of monarchy history.
The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2020-2021 for restoration, repair, and maintenance of Iolani Palace and nearby structures located on palace grounds as follows:
1. Iolani Palace
A. Design and construction for improvement to the roof.

C. Repair and replace HVAC parts.

D. Repair and replace glass windows.

F. Electric rewire and restoration of wall sconces.
Repair $110,000

G. Repair, sandblast, repaint and rust treatment for columns.
Construction $50,000

H. Electrical and structural survey.
Survey $30,000

2. Palace grounds
A. Design and construction for repair and improvements to the Coronation Pavilion.
Construction $125,000

B. Design and construction for repair and improvements to two Pergolas.

C. Pest control for bee infestation.

D. One full-time equivalent (1.0 FTE) for a groundskeeper.

The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2051.
