A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE fourth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $32,535,350 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of capital improvement projects for the fourth senatorial district, as follows:
1. Puako Sewer System
A. Construction for a cesspool replacement area that will collect and transport Puako's wastewater from the community to a treatment facility.

2. Ikuo Hisaoka Gym
A. Construction for a scoreboard.
Construction $27,000
Total funding $27,000
3. Hilo Airport
A. Removal of trees at the airport.
Total funding $218,350
4. Hawaii Community Correctional Center
A. Relocation of Hawaii Community Correctional Center and study of a new facility in Kona.
Relocation (Hilo) $3,000,000
Study (Kona) $3,000,000
Total funding $6,000,000
5. Kohala High School
A. Build a new gymnasium.
Plans $1,000,000
Design $1,000,000
Total funding $2,000,000
6. Honokaa High School
A. Roofing for buildings A, E, F, and T.
Design $470,000
Construction $2,120,000
Total funding $2,590,000
7. Land Acquisition in Kapaau, Kohala
A. Land acquisition.
Total funding $6,700,000
SECTION 2. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows:
(1) The sums appropriated in items 1 and 2 shall be expended by the county of Hawaii;
(2) The sum appropriated in item 3 shall be expended by the department of transportation;
(3) The sum appropriated in item 4 shall be expended by the department of public safety;
(4) The sums appropriated in items 5 and 6 shall be expended by the department of education; and
(5) The sum appropriated in item 7 shall be expended by the department of agriculture.
SECTION 4. This Act shall take effect on July 1, 2020.
