A BILL FOR AN ACT

 

 

RELATING TO THE DEPARTMENT OF PUBLIC SAFETY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

PART I

     SECTION 1.  There are established within the department of public safety twenty-three full-time equivalent (23.00 FTE) permanent staff positions for the women's community correctional center hookipa makai cottage (PSD409/EK).

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $1,424,678 or so much thereof as may be necessary for fiscal year 2020-2021 for the women's community correctional center hookipa makai cottage (PSD409/EK).

     The sum appropriated shall be expended by the department of public safety for the purposes of this Act.

PART II

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $4,285,307 or so much thereof as may be necessary for fiscal year 2019-2020 to finance six additional months of housing costs, from July 1, 2019, to December 31, 2019, for two hundred forty-eight inmates sent to Saguaro Correctional Center in Arizona and to finance costs to return the inmates to Hawaii (PSD808/EM).

     The sum appropriated shall be expended by the department of public safety for the purposes of this Act.

PART III

SECTION 4.  The purpose of this part is to provide funding for the operations of the department of public safety for the fiscal biennium beginning July 1, 2019, and ending June 30, 2021.

     SECTION 5.  The following sums, or so much thereof as may be sufficient to accomplish the purposes and programs designated herein, are hereby appropriated or authorized, as the case may be, from the means of financing specified to the department of public safety for the fiscal biennium beginning July 1, 2019, and ending June 30, 2021.  The total expenditures and the number of positions in each fiscal year of the biennium shall not exceed the sums and the position ceilings indicated for each fiscal year, except as provided elsewhere in this Act or as provided by general law.

SECTION 6.  There are established within the department of public safety thirty-one full-time equivalent (31.00 FTE) adult correctional officer positions at Halawa correctional facility (PSD402), Waiawa correctional facility (PSD404), Maui community correctional center (PSD406), Oahu community correctional center (PSD407), and general administration (PSD900).

SECTION 7.  There is appropriated out of the general revenues of the State of Hawaii the sum of $1,825,644 or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for thirty-one adult correctional officer positions at Halawa correctional facility, Waiawa correctional facility, Maui community correctional center, and Oahu community correctional center (PSD402, PSD404, PSD406, PSD407, PSD900).

     The sums appropriated shall be expended by the department of public safety for the purposes of this Act.

Key: @-Position No. 37973 has been transferred to Waiawa Correctional Facility.  It is their training sergeant.  The position was transferred via Act 53, Session Laws of Hawaii 2018.

     SECTION 8.  The sums appropriated shall be expended by the department of public safety for the purposes of this Act.

PART IV

SECTION 9.  This Act shall take effect on July 1, 2050.

Description:

Appropriates funds and authorizes staff positions for the Women's Community Correctional Center Hookipa Makai Cottage.  Appropriates funds for additional housing and transportation costs of certain inmates sent to Saguaro Correctional Center in Arizona.  Relates to the Department of Public Safety budget and appropriates funds for adult corrections officers.  (SB276 HD1)
