A BILL FOR AN ACT

 

 

RELATING TO STATE BUILDINGS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  There is established within the department of accounting and general services the emergency evacuation chair pilot project to provide emergency evacuation chairs for multi-story state buildings.

     (b)  The department of accounting and general services shall purchase, install, and maintain at least one emergency evacuation chair at or near one stairwell on each floor, except floors with ground-level exits, of every multi-story state building.  Each emergency evacuation chair shall be installed and stored in compliance with the state fire code.

     (c)  Every emergency evacuation chair installed pursuant to this Act shall be capable of ascending and descending stairs.  Any contract awarded by the department of accounting and general services for the procurement, installation, or maintenance of any emergency evacuation chair or other product necessary to carry out the purposes of this Act shall comply with chapter 103D, Hawaii Revised Statutes.

     (d)  The department of accounting and general services shall:

     (1)  Maintain a current and accurate list of every emergency evacuation chair installed in state buildings, including the location of each chair; and

     (2)  Perform annual inspections of all emergency evacuation chairs to ensure safe placement and function.

     (e)  The disability and communication access board, in cooperation with the department of accounting and general services, shall:

     (1)  Conduct annual training for relevant personnel from each state building in which at least one emergency evacuation chair is installed to explain the purpose and safe use of emergency evacuation chairs; and

     (2)  Produce informational material for distribution to the occupants of each state building in which an emergency evacuation chair is installed describing the purpose, placement, and safe use of emergency evacuation chairs.

     (f)  No fewer than fifty per cent of the emergency evacuation chairs required by this Act shall be installed by June 30, 2022.  One hundred per cent of the emergency evacuation chairs required by this Act shall be installed by June 30, 2024.

     (g)  For the purposes of this Act:

     "Emergency evacuation chair" means a folding chair designed to assist a person with a mobility limitation in safely descending or ascending stairs during an emergency.

     "State building" means a building that is under the jurisdiction of the department of accounting and general services.

     SECTION 2.  No later than twenty days prior to the convening of the regular session of 2022, the department of accounting and general services shall submit a report to the legislature of its progress concerning the pilot project and the installation of the emergency evacuation chairs required by section 1 of this Act.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2020-2021 to implement the provisions of this Act, including the purchase, installation, and maintenance of emergency evacuation chairs in all multi-story state buildings.

     The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2050.
