A BILL FOR AN ACT

 

 

Relating to state buildings.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 103, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§103-    Emergency evacuation chairs; state buildings.  (a)  The department of accounting and general services shall purchase, distribute, and install, at minimum, one emergency evacuation chair at or near one stairwell on each floor, except the floor of exit discharge, of every state building having two or more floors.  Each emergency evacuation chair shall be installed and stored in compliance with the state fire code.

     For the purposes of this section:

     "Emergency evacuation chair" means a folding chair designed and produced to assist in the safe movement of a person with a mobility limitation down or up stairs during an emergency.

     "State building" means a building that is under the management and control of any state department.

     (b)  Every emergency evacuation chair installed pursuant to this section shall be capable of ascending and descending stairs.  Any contract awarded by the department of accounting and general services for the procurement of any emergency evacuation chair or other product necessary to carry out the purposes of this section shall be in accordance with chapter 103D.

     (c)  The department of accounting and general services shall:

     (1)  Maintain a current and accurate list of each emergency evacuation chair in circulation, including the installation location of each chair; and

     (2)  Perform an annual inspection of each emergency evacuation chair to ensure safe placement and function.

     (d)  The disability communication and access board, in cooperation with the department of accounting and general services, shall:

     (1)  Conduct annual training to explain the purpose and appropriate safe use of emergency evacuation chairs for relevant personnel from each state building in which at least one emergency evacuation chair is installed; and

     (2)  Produce informational material describing the purpose, placement, and appropriate use of emergency evacuation chairs for distribution to the occupants of each state building in which an emergency evacuation chair is installed pursuant to this section."

     SECTION 2.  No less than fifty per cent of the emergency evacuation chairs required by this Act shall be installed by June 30, 2023.  One hundred per cent of the emergency evacuation chairs required by this Act shall be installed by June 30, 2025.

SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2020-2021 to implement the provisions of this Act, including the purchase of emergency evacuation chairs for distribution to and installation in every multi-story state public building.

     The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

     SECTION 4.  New statutory material is underscored.

     SECTION 5.  This Act shall take effect on July 1, 2020.

Description:
