A BILL FOR AN ACT
relating to the environment.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) There is established the Hawaii tree planting program to be administered by the board of land and natural resources for the planting of at least one million native trees in the State per year. The Hawaii tree planting program shall expand the appropriate urban, peri-urban, and rural tree canopies throughout the State.
(b) The Hawaii tree planting program shall be a partnership between:
(1) The Hawaii forest stewardship program of the department of land and natural resources;
(2) The kaulunani urban and community forestry program of the department of land and natural resources; and
(3) Any appropriate county or nonprofit entity as determined by the chairperson of the board of land and natural resources; provided that the chairperson of the board of land and natural resources shall invite any appropriate county or nonprofit entity to participate in the program.
(c) The Hawaii tree planting program shall be directed and managed by a program administrator to be appointed by the chairperson of the board of land and natural resources. The program administrator position shall not be subject to chapters 76 and 89, Hawaii Revised Statutes. The Hawaii tree planting program administrator shall:
(1) Research and apply for appropriate and available federal funding, including grant moneys;
(2) Direct the disbursal of any funds to any appropriate state agency, including the Hawaii youth conservation corps, Hawaii correctional industries program, and other state workforce programs; and
(3) Disburse funds to qualified nonprofit organizations, as appropriate.
(d) The Hawaii tree planting program shall cease to exist on June 30, 2024.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2020-2021 for the Hawaii tree planting program.
The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2020.
