A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Third SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $42,776,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 for the purpose of capital improvement projects for the third senatorial district, as follows:
Plans, design, and construction for connecting R-1 county water to the Kona Agricultural Park
Plans $1,000
Design $200,000
Construction $2,000,000
Total funding $2,201,000
The sum appropriated for this capital improvement project shall be expended by the department of agriculture.
2. Holualoa Elementary
Construction for improvements to the administration's library at Holualoa Elementary
Construction $300,000
Total funding $300,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Ke Kula O Ehunuikaimalino
Equipment for electrical upgrades to Ke Kula O Ehunuikaimalino on the island of Hawaii.
Equipment $500,000
Total funding $500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Kealakehe Elementary
Plans, land, design, construction, and equipment for new classroom building and improvements to access road and parking lots, ground and site improvements, equipment, and appurtenances.

Construction $19,000,000
Equipment $997,000
Total funding $20,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Kealakehe High School
Construction for improvements to the athletic locker room.
Construction $50,000

The sum appropriated for this capital improvement project shall be expended by the department of education.
6. Konawaena High School
Construction for improvements to the softball field
Construction $150,000
Total funding $150,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
7. Naalehu Elementary School
Design and construction for repaving of sections of the campus.
Design $75,000
Construction $500,000
Total funding $575,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
8. Naalehu Elementary School
Plans, design, and construction for a new building.
Plans $10,000
Design $90,000
Construction $14,900,000
Total funding $15,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
9. Ka‘u Hospital
Construction for bathrooms, kitchen, and flooring.
Construction $500,000
Total funding $500,000
The sum appropriated for this capital improvement project shall be expended by the department of health.
10. Honokohau Small Boat Harbor wastewater system
Construction for wastewater system improvements.
Construction $3,500,000
Total funding $3,500,000
The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2019.
