A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Twelfth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $15,404,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 for the purpose of capital improvement projects for the twelfth senatorial district, as follows:
Design and construction for a covered play court.
Design $180,000
Construction $1,000,000
Total funding $1,180,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Lunalilo Elementary School
Design and construction for front office, buildings A, B, C, and D, and electrical upgrades.
Design $100,000
Construction $800,000
Total funding $900,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Lunalilo Elementary School
Equipment for repainting of front office, buildings A, B, C, and D
Equipment $400,000
Total funding $400,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Lunalilo Elementary School
Plans, design, and construction for refurbish/renovate first and second floors of building B.
Plans $1,000
Design $10,000
Construction $100,000
Total funding $111,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
5. President George Washington Middle School
Construction and equipment for audio integration of recording studio.
Construction $296,000
Equipment $424,000
Total funding $720,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
6. President George Washington Middle School
Plans, design, construction, and equipment for a performing arts center including a new band room, audio integration, repurposing of existing band room, repurposing of existing orchestra/piano room.

Construction $8,000,000
Equipment $2,000,000
Total funding $11,175,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
7. President Thomas Jefferson Elementary School
Design and construction for the repaving of basketball courts, ground and site improvements.
Design $10,000
Construction $80,000
Total funding $90,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
8. Queen Kaahumanu Elementary School
Plans, design, and construction for the repaving and renovation of basketball courts, ground and site improvements, and equipment and appurtenances.
Plans $1,000
Design $24,000
Construction $240,000
Total funding $265,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
9. Queen Kaahumanu Elementary School
Design and construction for a play court, ground and site improvement, and equipment and appurtenances.
Design $25,000
Construction $150,000
Total funding $175,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
10. Queen Kaahumanu Elementary School
Design and construction for resurfacing the Kinau Street parking lot, ground and site improvements, and equipment and appurtenances.
Design $8,000
Construction $80,000
Total funding $88,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
11. Queen Kaahumanu Elementary School
Plans, design, and construction for an additional parking lot, ground and site improvements, and equipment and appurtenances.
Plans $1,000
Design $29,000
Construction $270,000
Total funding $300,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2019.
