A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Fourth SENATORIAL DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $30,840,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 for the purpose of capital improvement projects for the fourth senatorial district, as follows:

1.   County of Hawaii, department of environmental management

     Plans and design for a sewer system.

     Plans                          $200,000

     Design                       $1,300,000

          Total funding                     $1,500,000

     The sum appropriated for this capital improvement project shall be expended by the county of Hawaii.

2.   County of Hawaii, department of water supply

     Construction for a new ten million gallon water reservoir.

     Construction                $20,000,000

          Total funding                    $20,000,000

     The sum appropriated for this capital improvement project shall be expended by the county of Hawaii.

3.   Honokaa high school

     Design and construction for roofing of buildings A, E, F, and T.

     Design                         $470,000

     Construction                 $2,120,000

          Total funding                     $2,590,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

4.   Kohala high school

     Plans and design for a new gymnasium.

     Plans                        $1,000,000

     Design                       $1,000,000

          Total funding                     $2,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

5.   Waimea elementary school

     Plans, construction, and equipment for a parking area.

     Plans                          $350,000

     Construction                   $150,000

     Equipment                      $100,000

          Total funding                       $600,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

6.   Waimea middle school

     Design, construction, and equipment for entryway and exterior improvements for the STEAM learning center.

     Design                         $150,000

     Construction                   $450,000

     Equipment                      $350,000

          Total funding                       $950,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

7.   Waimea Outdoor Circle

     Construction for driveway and parking improvements and installation of a culvert.

     Construction                   $200,000

          Total funding                       $200,000

     The sum appropriated for this capital improvement project shall be expended by the department of labor and industrial relations.

8.   Non-potable water well

     Plans, design, and construction for an exploratory well for non-potable agricultural use and related improvements in North Kohala, Hawaii.

     Plans                          $200,000

     Design                         $200,000

     Construction                 $2,100,000

          Total funding                     $2,500,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

9.   Pololu Valley lookout

     Plans and design for parking, restrooms, and trail restoration.

     Plans                          $250,000

     Design                         $250,000

          Total funding                       $500,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2019.
