A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Ninth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $35,863,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 for the purpose of capital improvement projects for the ninth senatorial district, as follows:
1. Aina Haina elementary school
Plans, design, and construction for parking lot paving, striping, landscaping, and fencing.

Construction $500,000
Total funding $550,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Kaimuki middle school
Plans, design, and construction for student drop-off and pick-up, parking adjustment due to driveway.
Plans $50,000

Construction $1,400,000
Total funding $1,500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Kaimuki middle school
Equipment for furniture and equipment for new STEM lab.
Equipment $200,000
Total funding $200,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Kaiser high school
Plans, design, and construction for an international complex for the performing arts.
Plans $500,000
Design $500,000
Construction $24,000,000
Total funding $25,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Kaiser high school
Plans, design, and construction for repair of a leaking locker room ceiling.
Plans $50,000

The sum appropriated for this capital improvement project shall be expended by the department of education.
6. Kalani high school
Construction for a rubberized track and installation of field turf.

The sum appropriated for this capital improvement project shall be expended by the department of education.
7. Niu Valley middle school
Plans and design for an auditorium.
Plans $350,000

Total funding $700,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
8. Waialae public charter school
Plans, design, and construction for electrical upgrade.
Plans $22,500

Construction $465,000
Total funding $510,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
9. Waialae public charter school
Plans, design, and construction for a campus unified communication system.
Plans $4,000

The sum appropriated for this capital improvement project shall be expended by the department of education.
10. Waikiki elementary school
Plans, design, and construction for ADA compliant walkway and elevator.
Plans $7,500

The sum appropriated for this capital improvement project shall be expended by the department of education.
11. Maunalua bay
Plans, design, and construction for loading dock renovation.
Plans $25,000

The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.
12. Waikiki aquarium
Plans for a master plan to address public health, safety, compliance, and infrastructure issues.

Total funding $500,000
The sum appropriated for this capital improvement project shall be expended by the University of Hawaii.
SECTION 2. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2019.
