A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Fourteenth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $71,299,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 for the purpose of capital improvement projects for the fourteenth senatorial district, as follows:
1. Moanalua gardens foundation
Design for restoring and realigning a portion of Kamananui valley road.
Design $650,000
Total funding $650,000
The sum appropriated for this capital improvement project shall be expended by the department of accounting and general services.
2. Aiea intermediate school
Plans, design, construction, and equipment for a roof to protect students from the rain and sun during activities.
Plans $50,000
Design $700,000
Construction $1,500,000
Equipment $250,000
Total funding $2,500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Dole middle school
Plans, design, construction, and equipment for an open air-covered student learning enrichment and activity area.

Construction $3,500,000
Equipment $200,000
Total funding $4,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Farrington high school
Plans and construction for Phase II of the school redesign.

The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Fern elementary school
Plans, design, construction, and equipment for redesign of campus drainage system to prevent flooding of classrooms.

Total funding $225,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
6. Kalihi Waena elementary school
Plans, design, construction, and equipment for building a utility center with a basketball court, bathrooms, classroom, cardio room, and equipment room.

Total funding $760,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
7. Linapuni elementary school
Plans, design, and construction for covered walkway connecting cafeteria to building A classrooms.

The sum appropriated for this capital improvement project shall be expended by the department of education.
8. Moanalua elementary school
Design, construction, and equipment for a multi-purpose innovation center, ground and site improvements, and equipment and appurtenances.

Total funding $3,250,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
9. Moanalua elementary school
Design, construction, and equipment for electrical upgrade and air conditioning improvements, ground and site improvements, and equipment and appurtenances.

Total funding $600,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
10. Moanalua middle school
Plans, land, design, construction, and equipment for student drop-off and pick-up area.

The sum appropriated for this capital improvement project shall be expended by the department of education.
11. Webling elementary school
Design and construction for campus covered walkways, ground and site improvements, and equipment and appurtenances.

The sum appropriated for this capital improvement project shall be expended by the department of education.
12. Webling elementary school
Design, construction, and equipment for expansion of support facilities (administration and library buildings), ground and site improvements, and equipment and appurtenances.

Equipment $50,000
Total funding $7,500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2019.
