HOUSE RESOLUTION
Urging the legislature to create a working group to determine how to expand dual credit access.
WHEREAS, the state must actively seek ways to improve and increase access to education using technology and innovation to create opportunities for students; and
WHEREAS, programs like dual credit and early start have been proven to have a positive correlation for students enrolling in college, enhancing college performance, and completing a bachelors program; and
WHEREAS, low-income families and those in rural areas are inadvertently excluded from these programs. Many rural students and their families do not have the time or resources to travel to participating colleges. Students from low-income families may be barred from these programs due to lack of affordability; and
WHEREAS, technological advances and ever evolving distance learning curriculums afford the opportunity to create programs that are more inclusive of any child who meets the qualifications and has the will and desire to start college early; and
WHEREAS, several separate entities are currently providing dual credit programs and they should be encouraged to create a united effort in overcoming obstacles that hinder Hawaii's children from reaching their potential; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, urges a working group be created to explore increasing access to dual credit programs; and
BE IT FURTHER RESOLVED the Department of Education, Hawaii P-20, Jobs for the Future, and any other organization appropriate be invited to participate; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Superintendent of the Department of Education, the Chairperson of the Board of Education, Hawaii P-20, Jobs for the Future, and other educational providers.
