HOUSE CONCURRENT
RESOLUTION
requesting private refuse companies to refrain from operating refuse collection vehicles within and around residential zones in the city and county of honolulu during certain times of the week.
WHEREAS, noise pollution in densely populated areas is a health concern, with prolonged exposure to any noise above ninety decibel causing gradual hearing loss; and
WHEREAS, other than gradual hearing loss, there are a number of health concerns with noise pollution; studies that have analyzed environmental noise from vehicles have shown a casual effect to adverse effects on one's health including interrupted sleep; impaired memory, creativity, and judgement; and weakened psychomotor skills; and
WHEREAS, even when a person is asleep, continual noise sets off the body's acute stress response and raises blood pressure and heart rate, leading to cardiovascular disease and other health issues; and
WHEREAS, private refuse companies in the State are unregulated in their hours of operation, resulting in the pickup of refuse as early as 4:45 A.M.; and
WHEREAS, in densely-populated residential areas, the pickup of refuse produces high‑volume noise that disturbs residents during unreasonable times of the day; and
WHEREAS, refuse pickup also occurs at later hours in the day, including between peak rush‑hour morning hours; and
WHEREAS, refuse collection vehicles often have a decibel level of over ninety and are frequently around one hundred decibels; and
WHEREAS, refuse collection should be limited to certain times of the day for the health and well-being of Hawaii residents; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the Senate concurring, that private refuse companies are requested to refrain from operating refuse collection vehicles in the City and County of Honolulu within and around residential zones during certain times of the week; and
BE IT FURTHER RESOLVED that private refuse companies conducting business in the City and County of Honolulu are requested to operate refuse collection vehicles within a residential zone or within one hundred feet of a residential zone between the hours of 7:00 A.M. and 10:00 P.M. on any weekday and Saturday, and between the hours of 8:00 A.M. and 10:00 P.M. on Sunday and any state or federal holiday; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President and Chief Executive Officer of Honolulu Disposal Service; President and Chief Executive Officer of Aloha Waste of Honolulu; President of Pacific Junk Removal; Manager of Oahu Junk Removal; President of Oasis Environmental Group; President of Hala Toa Mui Contractors, Inc.; 1-800 Got Junk; Owner of JF Moving Services; Owner of 808 Junk Removal Service; Manager of 2 Guys & a Truck, LLC; Owner of Aloha Junk Man; Owner of Johnny The Mover; President of West Oahu Aggregate; Managing Member of Mint Moving Solutions, LLC; Owner of Sons of Aloha Movers; and Owner of Murakami Junk Removal.
