A BILL FOR AN ACT
RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for the purchase of equipment to effectively respond to emergencies in forest reserves and state lands by the division of forestry and wildlife (LNR172).
The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for tree planting for carbon sequestration and climate change mitigation in Hawaii's forests by the division of forestry and wildlife (LNR172).
The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.
SECTION 4. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2019-2020 and the sum of $ or so much thereof as may be necessary for fiscal year 2020-2021 to invest in forest products in the Hawaii forest reserve system (LNR172).
The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.
SECTION 5. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2019-2020 and $ or so much thereof as may be necessary for fiscal year 2020-2021 for the following ten temporary positions (LNR172):
(1) forester IV, SR22 positions for Kauai and Hawaii counties;
(2) forestry and wildlife technician IV, SR13 position for the city and county of Honolulu;
(3) forestry and wildlife worker III, WS05 position for the city and county of Honolulu;
(4) forestry and wildlife worker II, BC05 positions for Maui county;
(5) general laborer I (nursery worker), BC02 position for Hawaii county; and
(6) automotive mechanic I, BC10 position for Hawaii county.
The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.
SECTION 6. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2019-2020 for the purchase of four new motor vehicles, which shall be renewable energy vehicles as available (LNR172).
The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.
SECTION 7. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for new equipment to provide effective response to public safety hazards and civil defense emergencies in forest reserves and state lands, including a grappler with a fork loading attachment for Kauai county (LNR172).
The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.
SECTION 8. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for a forestry and wildlife technician IV position (LNR172).
The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.
SECTION 9. This Act shall take effect on July 1, 2019.
