A BILL FOR AN ACT
relating to career technical education.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) There is established within the department of education the seal of career technical education pilot program. The purpose of the pilot program shall be to:
(1) Encourage students to study career technical education;
(2) Encourage the department of education to provide high-quality career technical education pathways leading to industry-recognized certifications or licenses;
(3) Certify and recognize high achievement within career technical education pathways;
(4) Provide students with a tool to demonstrate occupational competency to prospective employers;
(5) Provide postsecondary educational institutions with a method to recognize and give academic credit to students;
(6) Prepare students with career-ready skills; and
(7) Engage students in career exploration at an early age.
(b) The department of education shall award a seal of career technical education to each student that has:
(1) Attained a 2.5 grade point average or higher on a 4.0 scale for a sequence of career technical education courses taken in high school;
(2) Earned an industry recognized career technical education credential or certificate;
(3) Provided proof of enrollment in a postsecondary apprenticeship, certificate, credential, or degree program;
(4) Participated in a state recognized career technical student organization that meets regularly, and either participates in or organizes events relating to the career technical education pathway or related industry sector at a sectional, regional, state, or national level;
(5) Participated in career-technical-education-based competitions at a sectional, regional, state, or national level; and
(6) Participated in an internship provided by a local employer or organization that advances the student's career readiness skills.
(c) The department of education shall:
(1) Provide students with support staff and programs to ensure equitable student access and success in completing pilot program requirements and evaluating postsecondary options, including counselors and tutoring programs;
(2) Affix an appropriate insignia to the diploma and transcript of each graduate who earns a seal of career technical education; and
(3) Maintain appropriate records to identify graduates who have earned a seal of career technical education.
(d) No fee shall be charged to a student to receive a seal of career technical education.
(e) The board of education may prescribe additional requirements for the purposes of this Act.
SECTION 2. This Act shall take effect upon its approval and shall apply to students graduating at the end of the 2019-2020 to 2024-2025 school years.
