A BILL FOR AN ACT
relating to sustainability.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) The Hawaii housing finance and development corporation shall establish a plan to develop and construct a net-zero, self-sustaining community development within the city and county of Honolulu's east Kapolei neighborhood transit-oriented development region.
(b) In developing the plan, the Hawaii housing finance and development corporation shall engage the community and consult with potential developers and other interested parties.
(c) For the purposes of this Act, "net-zero" means the community development as a whole produces at least as much energy as it uses in a calendar year and recycles as much waste as it generates in a calendar year.
(d) The Hawaii housing finance and development
corporation shall submit the plan to the legislature no later than twenty days
prior to the convening of the regular session of 2020. The plan shall
include:
(1) Net-zero and self-sustaining standards for the community development;
(2) Financing
options;
(3) Incentives
for developers and occupants;
(4) A
timetable for implementation of the community development;
(5) Findings and recommendations, if any; and
(6) Proposed legislation, if any.
SECTION 2. This Act shall take effect upon its approval.
