A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the TWENty-ninth representative district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $4,550,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 for the purpose of capital improvement projects for the twenty-ninth representative district, as follows:
1. To be expended by the department of education:
A. Princess Victoria Kaiulani elementary school, Oahu.
Design and construction for carpet throughout the school building.

B. King David Kalakaua intermediate school, Oahu.
Plans, design, and construction for campus-wide air conditioning.

F. Wallace Rider Farrington high school, Oahu.
Plans and construction relating to a phase II of a facility redesign, including demolishing a disintegrating swimming pool and constructing a new building for physical education and music purposes.

2. To be expended by the department of transportation:
A. Kalihi Street, vicinity of King Street to vicinity of Dillingham Boulevard, Oahu.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2019.
