A BILL FOR AN ACT
relating to The Chief data officer.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 27, Hawaii Revised Statutes, is amended by adding a new section to part VII to be appropriately designated and to read as follows:
"§27-
Chief data officer. (a)
There is established within the office of enterprise technology services
the position of the chief data officer who shall be responsible for:
(1) Assisting
executive branch departments on the use and management of data to enhance the
efficiency and effectiveness of state programs and policies;
(2) Determining
whether the sharing of any executive branch department data should be
prohibited or restricted, including not making public all or part of a data set;
(3) Facilitating
the sharing and use of executive branch department data:
(A) Between
executive branch departments; and
(B) With
the public;
(4) Coordinating
data analytics and data planning for executive branch departments; and
(5) Managing and
maintaining the State's open data portal at data.hawaii.gov or a successor
website.
(b) The chief data officer shall report to the
chief information officer and be appointed by the governor as provided in section
26-34."
SECTION 2. Sections 27-44, 27-44.2, 27-44.3, and 323D-18.5, Hawaii Revised Statutes, are amended by substituting the phrase "chief data officer" wherever the phrase "chief information officer" appears, as the context requires.
SECTION 3. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval.
