A BILL FOR AN ACT
relating to STATE FUNDS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 36, Hawaii Revised Statutes, is amended by adding a new section to part I to be appropriately designated and to read as follows:
"§36- Repair and maintenance special fund;
established. (a) There is established within the department of
budget and finance for administrative purposes the repair and maintenance
special fund. Moneys in the special fund
shall be expended for the repair and maintenance of the various department
facilities.
(b) Moneys in the repair and maintenance special fund shall not be expended for salaries, cost adjustments, collective bargaining cost items, and other costs for officers and employees included or excluded from collective bargaining. Moneys in the special fund shall not be considered as part of the employer's financial ability to meet costs pursuant to section 89-11(f)(4)."
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 to be deposited into the repair and maintenance special fund.
SECTION 3. There is appropriated out of the repair and maintenance special fund the sum of $ or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for repair and maintenance of various department facilities.
The sums appropriated shall be expended by the department of budget and finance for the purposes of this Act.
SECTION 4. New statutory material is underscored.
SECTION 5. This Act shall take effect on July 1, 2019.
