A BILL FOR AN ACT

relating to capital improvement projects to benefit the County of kauai department of water.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $26,000,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 for the purpose of capital improvement projects for the county of Kauai department of water, as follows:

To be expended by the county of Kauai department of water:

A. Kilauea water system,

Kauai.

Construction of a replacement motor control center and a new emergency generator shelter; hardening of the existing motor control building; replacement of an existing well pump; repaving of the access road for the site of Kilauea Wells No. 1 & 2.

Construction $2,600,000

Total Funding $2,600,000

B. Waimea-Kekaha water system,

Kauai.

Construction relating to the rehabilitation of an existing 0.5 million gallon storage facility.

Construction $1,200,000

Total Funding $1,200,000

C. Kalaheo-Lawai-Omao water system,

Kauai.

Construction of two new water storage tanks, including a 0.5 million gallon water storage tank at the Yamada site and a new 0.1 million gallon water storage tank at the Clearwell site; new and replacement transmission main pipelines; water services; associated appurtenances.

Construction $10,200,000

Total Funding $10,200,000

D. Haena-Wainiha water system,

Kauai.

Construction of a new 0.2 million gallon steel water storage tank; site and drainage improvements; construction of a connecting pipeline.

Construction $5,000,000

Total Funding $5,000,000

E. Wailua-Kapaa water system,

Kauai.

Construction of two new 0.5 million gallon water storage tanks in the Kapaa homesteads area; site improvements; construction of a connecting pipeline.

Construction $7,000,000

Total Funding $7,000,000

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2021, shall lapse as of that date.

SECTION 3. The sum appropriated shall be expended by the county of Kauai for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2019.
