A BILL FOR AN ACT

 

 

relating to health.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Maui memorial medical center must construct a parking facility to meet its current and future demands.  The construction of a parking facility will help to ensure the medical center's sustainability and create needed efficiencies for patients and employees.  The medical center currently has a peak parking demand of five hundred twenty stalls.  By 2025, this need is projected to increase to eight hundred ninety-seven stalls.

     To accommodate this growth, Maui memorial medical center is proposing to build a six hundred-stall parking structure to complement other on-campus open parking areas.  The estimated cost per space is $35,000, with an overall projected cost of $21,000,000.

     Parking is currently spread throughout the campus in eleven areas, not including paid off-campus parking at the Queen Kaahumanu shopping center, which is located more than a mile away from Maui memorial medical center and requires an eight-to-ten minute transit in light traffic.

     The purpose of this Act is to help finance infrastructure improvements at Maui memorial medical center by appropriating general funds that shall be matched on a dollar-for-dollar basis by one or more private entities.

     SECTION 2.  The following sum, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2020-2021.

     1.   Maui memorial medical center, Maui Plans, land acquisition, design, construction, and equipment for structure improvements for Maui memorial medical center.

     Total funding                      $10,500,000

     SECTION 3.  The sum appropriated for the capital project set forth in section 2 shall be expended by the department of health for the purposes of this Act.

     SECTION 4.  The sum appropriated by section 2 of this Act shall not be released unless the sum is matched on a dollar-for-dollar basis by one or more private entities.

     SECTION 5.  This Act shall take effect on July 1, 2020.
