A BILL FOR AN ACT
relating to electric vehicles.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Act 168, Session Laws of Hawaii 2012, as amended by Act 143, Session Laws of Hawaii 2019, is amended as follows:
1. By amending section 2, subsection (b) to read:
"(b) An electric vehicle on which an electric
vehicle license plate is affixed shall be exempt from payment of parking fees, including
those collected through parking meters, charged by any state or county
authority in this State[, except]; provided that [this
exemption shall not apply]:
(1) For [more than] metered parking stalls,
this exemption shall be limited to two and one-half hours [of metered
parking], or the maximum amount of time the meter allows, whichever is
longer; [or]
(2) [To] This exemption shall not apply to
parking fees assessed in increments longer than one twenty-four-hour day,
including weekly, monthly, or annual parking permits[.]; and
(3) For parking at airports, this exemption shall
be limited to drivers who are parking at the airport as an airline passenger, as
evidenced by a valid airline ticket or boarding pass bearing the name of the driver,
which shall be presented to the applicable parking attendant; provided further that
this exemption shall not apply to drivers who are parking at the airport while carrying
out the driver's duties and responsibilities as an employee of the airport."
2. By amending section 4 to read:
"SECTION
4. This Act shall take effect upon its
approval and shall be repealed on June 30, [2020.] 2028."
SECTION 2. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 3. This Act shall take effect upon its approval.
