A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Forty-fourth REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $96,800,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of capital improvement projects for the forty-fourth representative district, as follows:
1. Leihoku elementary school, Oahu
Design and construction for a parking lot expansion.
Design $150,000
Construction $350,000
Total funding $500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Leihoku elementary school, Oahu
Design and construction for covered walkways throughout the campus; ground and site improvements; and equipment and appurtenances.
Design $210,000
Construction $490,000
Total funding $700,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Makaha elementary school, Oahu
Design and construction for installing a twenty-first century learning space between buildings A and B, to include concrete stage area and shade sails; grading and conditioning the soil; ground and site improvements; and equipment and appurtenances.
Design $200,000
Construction $800,000
Total funding $1,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Waianae elementary school, Oahu
Design and construction for a covered play court; ground and site improvements; and equipment and appurtenances.
Design $600,000
Construction $1,400,000
Total funding $2,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Waianae high school, Oahu
Design and construction for electrical upgrades for building A; ground and site improvements; and equipment and appurtenances.

Total funding $2,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
6. Waianae high school, Oahu
Equipment for Waianae high school sports programs.
Equipment $3,000,000
Total funding $3,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
7. Waianae high school, Oahu
Land, design, construction, and equipment for installing a pool.
Land $500,000
Design $1,000,000
Construction $18,000,000
Equipment $500,000
Total funding $20,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
8. Waianae intermediate school, Oahu
Design and construction for a covered campus playground and basketball court; ground and site improvements; and equipment and appurtenances.

Total funding $3,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
9. Waianae intermediate school, Oahu
Design, construction, and equipment for a sixth grade building; ground and site improvements; and equipment and appurtenances.

Equipment $450,000
Total funding $45,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
10. Waianae small boat harbor improvements, Oahu
Design and construction for asphalt pavement and drainage improvements for the dirt parking area near harbor entrance.
Design $100,000
Construction $900,000
Total funding $1,000,000
The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.
11. Waianae small boat harbor repair, Oahu
Design and construction for repairing damage to the main loading dock at Waianae small boat harbor.
Design $200,000
Construction $500,000
Total funding $700,000
The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.
12. Pedestrian walk bridge, Farrington Highway, Oahu
Design and construction for building a pedestrian walk bridge above Farrington highway.
Design $4,500,000
Construction $10,500,000
Total funding $15,000,000
The sum appropriated for this capital improvement project shall be expended by the department of transportation.
13. Kamaile academy public charter school, Oahu
Design and construction for installation of air conditioning system in the cafeteria, library, and administrative buildings; ground and site improvements; and equipment and appurtenances.
Design $330,000
Construction $1,370,000
Total funding $1,700,000
The sum appropriated for this capital improvement project shall be expended by the state public charter school commission.
14. Kamaile academy public charter school, Oahu
Design and construction for installing a campus playground, additional parking, an irrigation system, and fencing; grade and condition the soil; ground and site improvements; and equipment and appurtenances.
Design $80,000
Construction $1,120,000
Total funding $1,200,000
The sum appropriated for this capital improvement project shall be expended by the state public charter school commission.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2020.
