A BILL FOR AN ACT
relating to traffic congestion.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) The department of transportation in collaboration with the department of business, economic development, and tourism; office of planning; and Oahu metropolitan planning organization, shall research methods to reduce traffic congestion and motor vehicle fuel emissions in the State, including providing incentives, other than gross excise tax reductions, to companies having workplace locations in the State to encourage the company's employees to live within five miles of the workplace.
(b) The department of transportation shall submit
a report of its findings and recommendations, including any proposed
legislation, to the legislature no later than twenty days prior to the
convening of the regular session of 2021.
SECTION 2. This Act shall take effect upon its approval.
