A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Forty-seventh REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $4,428,600 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of capital improvement projects for the forty-seventh representative district, as follows:
Design and construction for cafeteria interior painting.
Design $5,000
Construction $20,000
Total funding $25,000
The sum
appropriated for this capital improvement project shall be expended by the
department of education.
2. Haleiwa elementary school
Design and construction for painting exterior of the school.
Design $110,000
Construction $375,000
Total funding $485,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Haleiwa elementary school
Plans, design, and construction for air conditioning of the cafeteria.
Plans $45,000
Design $45,000
Construction $300,000
Total funding $390,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Kahuku high and intermediate school
Design for drainage improvements, ground and site improvements, and equipment and appurtenances.
Design $700,000
Total funding $700,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Sunset Beach elementary school
Design for additional site improvements for safer access to Sunset Beach neighborhood park for students, faculty, and staff for school activities and emergency evacuation.
Design $75,000
Total funding $75,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
6. Waialua high and intermediate school
Construction for six-foot high replacement chain link fence around the perimeter of the campus for safety and security of students.
Construction $103,600
Total funding $103,600
The sum appropriated for this capital improvement project shall be expended by the department of education.
7. Waialua high and intermediate school
Plans, design, and construction for new rubber track to replace the old dirt track for track and field, cross-country, and physical education.

The sum appropriated for this capital improvement project shall be expended by the department of education.
8. Waialua high and intermediate school
Plans, design, and equipment for science, technology, engineering, and mathemetics innovation center.

Total funding $1,350,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
9. Waialua high and intermediate school
Plans, design, construction, and equipment for one bathroom for women and two bathrooms for men in the vicinity of the football stadium.

Equipment $1,000
Total funding $300,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
SECTION 2. The appropriation made for the capital
improvement projects authorized by this Act shall not lapse at the end of the
fiscal year for which the appropriation is made; provided that all moneys from
the appropriation unencumbered as of June 30, 2022, shall lapse as of that
date.
SECTION 3. This Act shall take effect on July 1, 2020.
