SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $153,726,500 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of capital improvement projects for the seventh representative district, as follows:

1. Puako sewer system, Hawaii

Construction of a sewer system.

Construction $15,000,000

Total funding $15,000,000

The sum appropriated for this capital improvement project shall be expended by the county of Hawaii.

2. Kanu o ka ‘Aina new century public charter school, Hawaii

Plans, design, and construction for a certified commercial kitchen space.

Total funding $400,000

The sum appropriated for this capital improvement project shall be expended by the department of education.

3. Kohala elementary school, Hawaii

Construction and equipment for installation of air conditioning units in portables (P1, P3, P4, and P7) and office.

Total funding $6,500

The sum appropriated for this capital improvement project shall be expended by the department of education.

4. Kohala elementary school, Hawaii

Construction and equipment for replacement of handles and panel box outside of building B.

5. Kohala elementary school, Hawaii

Construction to replace floor tiles in building A and portables (P1, P3, P4, and P6).

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.

SECTION 3. This Act shall take effect on July 1, 2020.
