A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Twenty-fourth REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $20,025,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of capital improvement projects for the twenty-fourth representative district, as follows:
1. Kaahumanu elementary school, Oahu
Design and construction for ADA compliance of bathroom facilities.
Design $60,000
Construction $155,000
Total funding $215,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Kaahumanu elementary school, Oahu
Design and construction for replacement ceiling fans or air conditioning in the cafeteria.
Design $15,000
Construction $35,000
Total funding $50,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Lincoln elementary school, Oahu
Plans, design, construction, and equipment for a covered play court.
Plans $15,000
Design $60,000
Construction $390,000
Equipment $35,000
Total funding $500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Roosevelt high school, Oahu
Plans, design, construction, and equipment for a new music and band room.
Plans $600,000
Design $600,000
Construction $12,000,000
Equipment $500,000
Total funding $13,700,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Stevenson middle school, Oahu
Construction and equipment for installation of air conditioning in twenty classrooms.
Construction $90,000
Equipment $150,000
Total funding $240,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
6. Washington middle school
Plans, design, construction, and equipment for a modern coordinated performing arts academy, including a new band room, dance studio, auditorium, and parking structure, with upgrades to existing band, choir, and orchestra room.

Total funding $3,100,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
7. Halau Ku Mana public charter school, Oahu
Plans, design, and construction for installation of a permanent learning pavilion to replace temporary structure.

Design $280,000
Construction $1,550,000
Total funding $2,060,000
The sum appropriated for this capital improvement project shall be expended by the state public charter school commission.
8. Halau Ku Mana public charter school, Oahu
Plans, design, and construction for upgrading electrical services across the plant.
Plans $10,000
Design $10,000
Construction $60,000
Total funding $80,000
The sum appropriated for this capital improvement project shall be expended by the state public charter school commission.

Plans, design, and construction for utility and infrastructure improvements.

Total funding $80,000
The sum appropriated for this capital improvement project shall be expended by the state public charter school commission.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2020.
