A BILL FOR AN ACT
RELATING TO MAKING AN EMERGENCY APPROPRIATION TO THE STADIUM AUTHORITY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. This Act is recommended by the governor for immediate passage in accordance with section 9 of article VII of the Constitution of the State of Hawaii.
SECTION 2. Act 5, Session Laws of Hawaii 2019, section 3, appropriated $9,297,877 in special funds to the department of accounting and general services, to fund payroll and operating costs for the stadium authority.
To ensure a safe facility for the general public and to ensure operating efficiencies, the stadium authority determined that various unbudgeted expenses would need to be addressed in order to properly and effectively continue to maintain a safe facility for the general public.
Funding to address an annual structural assessment report (from biennial to annual), project-design costs to initiate repairs and maintenance based on annual structural assessment reports, contracts to ensure law enforcement presence at events, various expenses related to safe operating equipment, FCC frequency compliant wireless microphones, perimeter wall padding, and various other items urgently needed.
The
purpose of this Act is to make an emergency appropriation to provide funds for
the stadium authority to address the foregoing items.
SECTION
3. There is appropriated out of the
stadium special fund the sum of $
or so much thereof as may be necessary for fiscal year 2019-2020 for payroll
and other current expenses to address the foregoing costs for the stadium
authority.
The sum appropriated shall be expended by the stadium authority for the purposes of this Act.
SECTION 4. This Act shall take effect on January 1, 2050.
