A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Thirty-first REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $41,981,006 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of capital improvement projects for the thirty-first representative district, as follows:
1. Admiral Arthur W. Radford high school
Plans, land, design, construction, and equipment for an air conditioned cafeteria, including replacing louvers with tinted windows.

Total funding $1,290,001
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Admiral Arthur W. Radford high school
Plans, land, design, construction, and equipment for large fans for the gym, weight room equipment, and equipment for field maintenance.

The sum appropriated for this capital improvement project shall be expended by the department of education.

Plans, design, construction, and equipment for rain and sun roof over the basketball, tennis, and volleyball court area.

The sum appropriated for this capital improvement project shall be expended by the department of education.
8. Aliamanu elementary school
Design, construction, and equipment for renovation and expansion of the administration building; ground and site improvements; equipment and appurtenances.

The sum appropriated for this capital improvement project shall be expended by the department of education.
9. Moanalua elementary school
Design, construction, and equipment for a multi-purpose innovation center; ground and site improvements; equipment and appurtenances.

The sum appropriated for this capital improvement project shall be expended by the department of education.
10. Moanalua elementary school
Design, construction, and equipment for electrical upgrade and air conditioning improvements; ground and site improvements; equipment and appurtenances.

11. Moanalua middle school
Plans, design, construction, and equipment for electrical upgrades on campus, specifically for building B.

The sum appropriated for this capital improvement project shall be expended by the department of education.
12. Red Hill elementary school
Design and construction for a covered playcourt; ground and site improvements; equipment and appurtenances.

The sum appropriated for this capital improvement project shall be expended by the department of education.
13. Red Hill elementary school
Design and construction for new parking, including a new lot and ADA access to campus; ground and site improvements; equipment and appurtenances.

Total funding $2,850,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2020.
