A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Thirty-seventh REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $105,675,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of capital improvement projects for the thirty-seventh representative district, as follows:
1. Kanoelani elementary school
Design and construction for phase 2 of cafeteria expansion.

Construction $5,000,000
Total funding $6,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Kanoelani elementary school
Plans, design, and construction for portable classroom previous.
Plans $100,000
Design $500,000
Construction $1,400,000
Total funding $2,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Mililani high school
Plans, design, and construction for new performing arts facility.

Construction $28,990,000
Total funding $29,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Mililani middle school
Plans, design, construction, and equipment for campus-wide air-conditioning system upgrade.

The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Mililani Uka elementary
Plans, design, and construction for portable bathroom.

6. Mililani Waena elementary school
Design and construction for administration building expansion.

7. Pearl City high school
Design and construction for campus-wide electrical upgrade.

8. Waikele elementary school
Plans, design, and construction for campus-wide lighting improvement.

10. Waipahu high school
Construction for phase 2 of new integrated classroom building.

11. Waipahu high school
Construction for phase 2 of school-wide exterior painting.
Construction $450,000
Total funding $450,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
12. Waipahu high school
Construction for portable classrooms to house department of education's adult education administration.
Construction $3,000,000
Total funding $3,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
13. Waipahu high school
Design and construction for re-keying all locks on exterior doors throughout campus.
Design $50,000
Construction $250,000
Total funding $300,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
14. Waipahu intermediate school
Design and construction for DREAMS (digital, media, engineering, animation, music, and science) building and grounds and site improvement.

Total funding $25,650,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2020.
