A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Thirty-ninth REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $189,745,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of capital improvement projects for the thirty-ninth representative district, as follows:
Plans, design, and construction for athletics facilities, including girls locker room, boys locker room, common area, weight training room, classrooms, and offices.

Design $400,000
Construction $25,000,000
Total funding $25,700,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Honowai Elementary School
Design and construction for covered walkways; ground and site improvements; equipment and appurtenances.
Design $100,000
Construction $1,125,000
Total funding $1,225,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Honowai Elementary School
Design and construction for electrical upgrade and air conditioning for portables; ground and site improvements; equipment and appurtenances.
Design $50,000
Construction $475,000
Total funding $525,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Kaleiopuu Elementary School
Design and construction for cafeteria expansion and renovation; ground and site improvements; equipment and appurtenances.
Design $600,000

Total funding $6,400,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Kaleiopuu Elementary School
Design and construction for electrical upgrade; ground and site improvements; equipment and appurtenances.

Design and construction for fourteen classroom building to address future student enrollment growth.

Design and construction for campus modernizations and partitions to address future student enrollment growth.

Design and construction for new auditorium building to promote performing arts education.

11. Waipahu High School
Construction for campus painting.
Construction $450,000

The sum appropriated for this capital improvement project shall be expended by the department of education.
12. Waipahu High School
Construction for new integrated academic classroom building, which includes eleven classrooms.
Construction $18,500,000
Total funding $18,500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
13. Waipahu High School
Construction for portables for department of education adult education administrative offices.
Construction $3,000,000
Total funding $3,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
14. Waipahu High School
Design and construction for re-keying of all locks on exterior campus doors.
Design $50,000
Construction $250,000
Total funding $300,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
15. Waipahu Intermediate School
Design and construction for the completion of the Digital Media, Robotics, Engineering, Animation, Music, and Science (DREAMS) building; ground and site improvements; equipment and appurtennces.

Construction $24,650,000
Total funding $25,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
16. Waipahu Intermediate School
Design for lower campus development and improvements.
Design $250,000
Total funding $250,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2020.
