A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Sixth REPRESENTATIVE DISTRICT.

ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $187,965,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of capital improvement projects for the sixth representative district, as follows:
1. Holualoa elementary school, Hawaii
Plans, design, and construction to complete the master plan project and for phase 1 campus improvements.

Design $3,000,000
Construction $23,000,000
Total funding $26,200,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Kahakai elementary school, Hawaii
Design and construction for Kahakai school access road safety improvements and extension of the sidewalk to Royal Poinciana drive.

Construction $275,000
Total funding $325,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Kealakehe high school, Hawaii
Design and construction for a performing arts center.
Design $3,500,000
Construction $35,000,000
Total funding $38,500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Kealakehe intermediate school, Hawaii
Design and construction for a sound system, including Americans with Disabilities Act hard-of-hearing listening devices for the cafeteria and outdoor assembly area.

Total funding $240,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Kealakehe intermediate school, Hawaii
Design and construction for ceiling-mounted projectors, including Americans with Disabilities Act hard-of-hearing listening devices in all classroom buildings; and equipment and appurtenances.

The sum appropriated for this capital improvement project shall be expended by the department of education.
6. Kealakehe intermediate school, Hawaii
Design and construction for an air conditioning system in classroom buildings F, G, and H.

7. Keakealani building, Hawaii
Plans, design, and construction for renovations and improvements to repurpose the space to be suitable for use as a residential treatment facility for individuals needing substance abuse or behavioral health treatment.

The sum appropriated for this capital improvement project shall be expended by the department of health.
8. Division of forestry and wildlife and Hawaii community college at Palamanui
Plans and construction to protect the dry forest ecosystem that will serve as a learning lab for community college students to learn about natural resource management, conservation, natural history, biology, and threats to Hawaii's native ecosystem.

The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.
9. Honokohau harbor, Hawaii
Design and construction for electrical system improvements.

The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.
10. Honokohau harbor, Hawaii
Design and construction for ground and site improvements to complete phase 3 that includes asphalt paving, striping, and drainage improvements.

The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.
11. Honokohau harbor, Hawaii
Design and construction for small boat harbor fender repairs.

Design and construction for wastewater system improvements.

13. Hulihee palace, Hawaii
Construction for ground and site improvements.

14. Kekaha Kai state park, Hawaii
Plans, design, and construction for renovation and rehabilitation improvements to the Kaelemakule and Magoon structures.

15. State parks west Hawaii baseyard, Hawaii
Plans, design, and construction for a new baseyard complex for state parks west Hawaii staff.

16. Daniel K. Inouye highway, Hawaii
Plans, design, and construction to extend Mamalahoa highway to Queen Kaahumanu highway; ground and site improvements; and equipment and appurtenances.

The sum appropriated for this capital improvement project shall be expended by the Hawaii health systems corporation.

Design, construction, and equipment to replace the existing cancer center building in Kona.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2020.
