A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Thirty-fourth REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $18,475,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of capital improvement projects for the thirty-fourth representative district, as follows:
Plans and construction for campus-wide electrical upgrades to support air conditioner installations.
Plans $300,000
Construction $3,000,000
Total funding $3,300,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Pearl City high school
Design and construction for electrical upgrades and updates to aging transformers that are at the end of their useful life.
Design $1,000,000
Construction $5,000,000
Total funding $6,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Pearl City high school
Design and construction for resurfacing of tennis courts.
Design $50,000
Construction $600,000
Total funding $650,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Pearl City high school
Design, construction, and equipment for renovation of medical classroom, in consultation with advisory partners, to bring up to industry specifications.
Design $100,000
Construction $1,000,000
Equipment $500,000
Total funding $1,600,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Pearl City high school
Design, construction, and equipment for replacement of gym bleachers.
Design $100,000
Construction $250,000
Equipment $1,200,000
Total funding $1,550,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
6. Waiau elementary
Design and construction for electrical upgrades, including upgrades to the transformer and switch gear and increases to the electrical capacity for the school.

Total funding $1,100,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
7. Waiau elementary
Design and construction for replacement of cafeteria floor.
Design $25,000
Construction $250,000
Total funding $275,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
8. Waimalu elementary
Construction and equipment for re-flooring building F (library).
Construction $300,000
Equipment $200,000
Total funding $500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
9. Waimalu elementary
Design, construction, and equipment for heat abatement for buildings C, A, and TB1-13.
Design $50,000
Construction $550,000
Equipment $600,000
Total funding $1,200,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
10. Waimalu elementary
Plans, design, construction, and equipment for a covered playcourt between the library and TB 7-13.
Plans $50,000
Design $50,000
Construction $1,200,000
Equipment $1,000,000
Total funding $2,300,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2020.
