A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Thirty-fifth REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $78,450,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of capital improvement projects for the thirty-fifth representative district, as follows:
Construction and equipment for administration/library building and restoration of D building to accommodate classrooms.
Construction $7,000,000
Equipment $500,000
Total funding $7,500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Pearl City high school
Design and construction for electrical upgrades to meet technological need of growing academies and update of aging transformers.
Design $1,000,000
Construction $5,000,000
Total funding $6,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Pearl City high school
Design and construction for resurfacing of tennis courts.
Design $50,000
Construction $600,000
Total funding $650,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Pearl City high school
Design, construction, and equipment for renovation of medical classroom to bring to specifications of the industry, to be done in consultation with advisory partners.
Design $100,000
Construction $1,000,000
Equipment $500,000
Total funding $1,600,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Pearl City high school
Design, construction, and equipment for replacement of gym bleachers.
Design $100,000
Construction $250,000
Equipment $1,200,000
Total funding $1,550,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
6. Waipahu high school
Construction for new portables to house department of education's adult education administrative offices to allow Waipahu high school students and staff to use existing space.
Construction $3,000,000
Total funding $3,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
7. Waipahu high school
Construction for phase 2 of campus painting.
Construction $450,000
Total funding $450,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
8. Waipahu high school
Construction for phase 2 of Waipahu high school's new integrated academic classroom building. This building will include eleven general classrooms.
Construction $18,500,000
Total funding $18,500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
9. Waipahu high school
Design and construction for re-keying of all locks on exterior doors throughout campus.
Design $50,000
Construction $250,000
Total funding $300,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
10. Waipahu intermediate school
Design and construction for completion of DREAMS building, ground and site improvements, and equipment and appurtenances.
Design $350,000
Construction $24,650,000
Total funding $25,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
11. Leeward community college
Design and construction for fascia repairs and replacement.
Design $500,000
Construction $5,000,000
Total funding $5,500,000
The sum appropriated for this capital improvement project shall be expended by the University of Hawaii.
12. Leeward community college
Design and construction for modernization of automotive building to ensure state-of-the-art facilities are current with programmatic needs and trends.
Design $500,000
Construction $3,500,000
Total funding $4,000,000
The sum appropriated for this capital improvement project shall be expended by the University of Hawaii.
13. Leeward community college
Design and construction for sidewalk repairs and replacement to address health and safety concerns and for Americans with Disabilities Act code and compliance requirements
Design $400,000
Construction $4,000,000
Total funding $4,400,000
The sum appropriated for this capital improvement project shall be expended by the University of Hawaii.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2020.
