A BILL FOR AN ACT

 

 

relating to capital improvement projects to benefit the county of kauai department of water.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $24,900,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of capital improvement projects for the county of Kauai department of water as follows:

     To be expended by the county of Kauai department of water:

     A.   Kailua-Kapaa water system, Kauai

          Construction of two 0.5 million gallon storage tanks in the Kapaa homesteads area; site drainage and improvements; construction of connecting pipeline.

Construction                          $12,300,000

     Total funding                    $12,300,000

     B.   Haena-Wainiha water system, Kauai

          Construction of 0.2 million gallon storage tank in the Kaena-Wainiha area; site and drainage improvements; construction of connecting pipeline.

Construction                          $ 5,500,000

     Total funding                    $ 5,500,000

     C.   Kilauea water system, Kauai

          Construction of 1.0 million gallon storage tank in Kilauea area; site and drainage improvements; construction of connecting pipeline.

Construction                          $ 5,500,000

     Total funding                    $ 5,500,000

     D.   Island-wide water system, Kauai

          Design first phase of department of water baseyard master plan.

Design                                $ 1,600,000

     Total funding                    $ 1,600,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.

     SECTION 3.  The sum appropriated shall be expended by the county of Kauai for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2020.
