A BILL FOR AN ACT
RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE TWENTY-THIRD HOUSE OF REPRESENTATIVES DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that constructing a "Manoa well-being center" at Manoa elementary school will provide a facility to house a school garden and sustainability program where students will develop a meaningful connection to real food, healthier eating habits, and practical and real-world project-based learning opportunities.
The legislature further finds that the facility will also contain space to hold well-being classes for the surrounding community, such as cooking nutrition training, urban gardening lessons, and stress and lifestyle modification programs. The facility will also continue to serve existing community needs through the use of facilities for programs like scouting, enrichment programs, and church groups.
The purpose of this Act is to provide funding for the plans, design, construction, and equipment of a "Manoa well-being center" at Manoa elementary school.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $1,000,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 for the purpose of financing a capital improvement project for the twenty-third representative district, as follows:
1. To be expended by the department of education:
A. Manoa elementary school, Oahu
Plans, design, construction, and equipment for a "Manoa well-being center", including a world-class school garden facility with a thriving outdoor food farm, enclosed greenhouse facility, and other related facilities; ground and site improvements; and appurtenances.

SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 4. The sum appropriated shall be expended by the designated expending agency for the purposes of this Act.
SECTION 5. This Act shall take effect on July 1, 2019.
