A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of the forty-second representative district.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $202,950,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 for the purpose of financing capital improvement projects for the forty-second representative district, as follows:

1.   To be expended by the department of education:

     A.   East Kapolei elementary school, Oahu.

          Construction of a new school.

     B.   East Kapolei high school, Oahu.

          Design of a new school.

Design                                $ 8,000,000

     Total funding                    $ 8,000,000

     C.   East Kapolei middle school, Oahu.

          Design, construction, and equipment for a new school, phase three.

Construction                          $44,900,000

Equipment                             $   500,000

     Total funding                    $45,500,000

     D.   Kapolei middle school, Oahu.

          Design and construction for a shelter in place for library and buildings A, C, E, F, G, H, and I.

     E.   Kapolei middle school, Oahu.

          Design and construction of restrooms for portables

          Construction of a 16-classroom building.

          Design and construction for air conditioning for the entire school.

2.   To be expended by the university of Hawaii:

     A.   University of Hawaii West Oahu, Oahu.

          Plans, design, construction, and equipment for renewing, improving, and modernizing the university of Hawaii West Oahu.

     Total funding                    $ 2,000,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2019.
