A BILL FOR AN ACT
relating to capital improvement projects for the twenty-first representative DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $19,735,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 for the purpose of capital improvement projects for the twenty-first representative district.
To be expended by the department of education:
A. Ala Wai elementary school, Oahu.
Construction of a new covered play court.
Construction $ 1,000,000
Total funding $ 1,000,000
B. Kaimuki high school, Oahu.
Design and construction of new auditorium restrooms adjoining the building front.
Design $ 1,000,000
Construction $ 3,500,000
Total funding $ 4,500,000
C. Kaimuki middle school, Oahu.
Plans, design, construction, and equipment for conversion of "V" building classroom into science, technology, engineering, math learning center; ground site improvements; equipment and appurtenances.

Design and construction for a new drop-off driveway and additional parking.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2019.
