A BILL FOR AN ACT
relating to pedestrian safety.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1.
In 2018, more pedestrians than occupants in motor vehicles were killed
in motor-vehicle incidents in Hawaii–something that has not occurred in at
least fifteen years. Last year, forty-three
pedestrians and thirty-eight occupants of motor vehicles died in collisions
statewide, according to preliminary figures from the department of
transportation. In 2017, by contrast,
fifteen pedestrians and sixty occupants of motor vehicles died in motor-vehicle
incidents in the State.
The legislature finds that teaching
children from a very early age about the importance of pedestrian safety will
help to reduce the number of pedestrian fatalities. Thus, the purpose of this Act is to require
each public-school student to attend a pedestrian-safety course annually.
SECTION 2. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to part II to be appropriately designated and to read as follows:
"§302A-
Pedestrian-safety course. (a)
The department of education shall require each student in public school
from kindergarten through grade twelve to attend a pedestrian-safety course
annually.
(b) Each pedestrian-safety course shall last a
minimum of one hour."
SECTION 3. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval.
