Requires that trial commence within 6 months in all criminal cases, pursuant to rule 48(b), (c), or (d) of the Hawaii rules of penal procedure, provided that any periods that delay the commencement of trial and are caused by court congestion shall be excluded from the computation of time.  Excludes from the requirement certain traffic court cases and criminal cases involving abuse of a family or household member.

PROPOSING AMENDMENTS TO ARTICLE VII, SECTIONS 12 AND 13, OF THE HAWAII CONSTITUTION TO AUTHORIZE THE COUNTIES TO ISSUE TAX INCREMENT BONDS AND TO EXCLUDE TAX INCREMENT BONDS FROM DETERMINATIONS OF THE FUNDED DEBT OF THE COUNTIES.

Proposes amendments to the Constitution of the State of Hawaii to expressly provide that the legislature may authorize the counties to issue tax increment bonds and to exclude tax increment bonds in determining the funded debt of the counties.

Directs the Hawaii Housing Finance and Development Corporation to immediately initiate negotiations with the owners of the Front Street Apartments affordable housing project to acquire the property.  Requires the Hawaii Housing Finance and Development Corporation to exercise its power of eminent domain if an agreement with the owners cannot be reached within a reasonable time.  Requires report to Legislature.  Appropriates funds.

Provides that the State or a county that repairs or maintains a street of which the ownership or jurisdiction is in dispute between the State and the county, shall be immune from liability for personal injuries or property damage arising out of the repair or maintenance of that street.  Deems that maintenance of a street shall not confer ownership or jurisdiction over such street, if the ownership or jurisdiction over the street is in dispute between the State and the county.

Requires persons who manufacture, sell, offer for sale, lease, or distribute a product that makes content accessible on the Internet to include digital blocking capability that renders human trafficking hubs, child pornography, revenge pornography, and pornographic material inaccessible.  Requires these persons to establish and maintain a reporting system for content that is improperly blocked and applicable content that is not blocked.  Allows consumers to disable the blocking capability if the consumer fulfils requirements, including paying a fee for deposit in the human trafficking victim services fund.  Establishes the misdemeanor offense of intentionally failing to include digital blocking capability.  Establishes the human trafficking and child exploitation prevention special fund to provide grants for various purposes.  Effective 7/1/2020.

Establishes a three-year pilot program which authorizes nonprofit organizations in a county with a population of 500,000 or more to provide shelter to homeless persons, including by hosting temporary encampments on property owned by the organization.  Prohibits the host county from enacting ordinances designed to deter the provision of shelter.  Limits county liability.

Establishes biennial requirements of forty credit hours in specified continuing medical education programs for renewal of physician assistant licenses, beginning with the renewal for the licensing biennium on 2/1/2020, and every biennial renewal thereafter.  Authorizes the Hawaii Medical Board to conduct random document audits to enforce compliance.  Specifies conditions for forfeiture and reinstatement of a license.

RELATING TO THE HAWAII HEALTH AUTHORITY.

Changes the composition of the Hawaii Health Authority (HHA) from 9 to 13 to reflect Hawaii's diversity and requires the HHA to submit an updated comprehensive health plan to the Legislature.  Appropriates funds for the hiring of an executive director and other staff and other expenses necessary for HHA to carry out its duties and responsibilities.

Requires the State Sustainability Coordinator of the Office of Planning to complete a holistic and comprehensive study and plan for green infrastructure opportunities in the State.  Appropriates funds to complete the green infrastructure study and plan.

RELATING TO THE LAND CONSERVATION FUND.

Requires the Department of Land and Natural Resources to complete an initial resource land acquisition plan no later than 1/1/2020.  Requires the department to develop and implement written policies, procedures, and internal controls, including a centralized filing system and records retention policy governing the land conservation fund and any grants awarded therefrom.  Requires the department to maintain a record of funds transferred from the land conservation fund to and from any department trust account.  Requires a report to the legislature.  Directs the Auditor to commence a full financial and management audit of the department if the department does not comply with its obligations under the Act.  Authorizes a private right of action to enforce chapter 173A, Hawaii Revised Statutes.

Provides that where a quiet title action involves kuleana land, any defendant may request mandatory mediation to attempt to resolve the dispute.  Allows defendants in separate actions to request consolidation into a single action.  Requires the plaintiff to pay the costs of mediation, except as deemed equitable by the court.
