RELATING TO THE LAND USE COMMISSION.

Provides the Land Use Commission with the power to amend, revise, or modify a decision and order granting a district boundary amendment, or fine a petitioner, when there has been a finding by the Land Use Commission that a petitioner or its successors or assigns have not adhered to the conditions imposed by the commission, regardless of whether there has been substantial commencement of use of the land.  Defines "substantial commencement".

Establishes easement rights for land owners of ancient tenancy parcels.

Prohibits offshore drilling for oil or natural gas in state marine waters.  Prohibits issuance of permits for or in connection with the development or operation of any facility or infrastructure associated with offshore drilling for oil or natural gas in any waters.

RELATING TO WILDLIFE RESOURCES.

Requires the department of land and natural resources to employ cooperative resource management strategies in the management and administration of the wildlife and wildlife resources of the State.

RELATING TO THE LAND CONSERVATION FUND.

Increases the percentage of the land conservation fund that may be used for costs related to the operation, maintenance, and management of lands acquired by the fund.  Increases the maximum dollar amount of the tax distribution to the land conservation fund.

RELATING TO HEEIA STATE PARK.

Makes an appropriation for a Heeia State Park community-based long-range plan and education center for the Heeia National Estuarine Research Reserve System.

Appropriates funds to the Department of Land and Natural Resources for support of the Kahoolawe Island Reserve Commission, including 2 full-time equivalent (2.0 FTE) permanent positions.

RELATING TO THE KANEOHE BAY REGIONAL COUNCIL.

Requires the department of land and natural resources to provide administrative support to the council.  Requires that the chairperson be selected by the members on an annual and rotating basis.  Requires the council to meet quarterly.

RELATING TO WATER CIRCULATION.

Requires the Department of Land and Natural Resources to collaborate with various agencies to research and develop a mechanism for increased water circulation in Pokai Bay.
