RELATING TO MARINE LIFE CONSERVATION DISTRICTS. Requires DLNR to limit entry into the Molokini marine life conservation district to forty-one permits and twenty permitted vessels at any given time.

RELATING TO AGRICULTURAL BUILDINGS AND STRUCTURES. Includes certain steel agricultural buildings, structures, and appurtenances among those exempt from building permit and building code requirements.

RELATING TO THE INTERSTATE WILDLIFE VIOLATOR COMPACT. Authorizes the Department of Land and Natural Resources to enter into the Interstate Wildlife Violator Compact or similar agreement for mutual assistance in the enforcement of wildlife laws.

RELATING TO CHAPTER 200, HAWAII REVISED STATUTES. Decreases, increases, or clarifies certain penalties for violations of boating and ocean recreation rules adopted pursuant to chapter 200, HRS.

RELATING TO THE BOARD OF LAND AND NATURAL RESOURCES. Adds a member to the Board of Land and Natural Resources who has demonstrated knowledge of the State's boating and fishing communities.

RELATING TO SHARK AND RAY PROTECTION. Establishes penalties and fines for any person who knowingly captures, takes, possesses, abuses, or entangles any shark, whether alive or dead, or kills any shark, within state marine waters. Makes it a misdemeanor to knowingly capture, taking, possession, abuse, or entanglement of any shark, whether dead or alive, or killing of any shark, within state marine waters. Expands the existing prohibition on knowingly capturing or killing a manta ray to include all rays. Expands the prohibition regarding rays to cover knowingly capturing, taking, possessing, abusing, or entangling a ray, whether alive or dead, or killing a ray, within state marine waters. Provides certain exemptions.

RELATING TO KEKAHA KAI STATE PARK. Appropriates funds for the employment of lifeguards and for life-saving equipment at Kua Bay.

RELATING TO LAND AND BUILDING ACQUISITION. Appropriates funds to the Agribusiness Development Corporation for the acquisition of certain property, provided that the price does not exceed the amount appropriated.

RELATING TO BANYAN DRIVE. Requires the Office of Planning to conduct a study on the infrastructure of the Banyan Drive area on the Waiakea Peninsula on the island of Hawaii. Appropriates funds.

RELATING TO AN APPROPRIATION FOR A KUNIA WELLS IV EXPLORATORY WELL. Appropriates funds to the Department of Land and Natural Resources (LNR141) for the design and construction of one exploratory well to meet future potable water requirements for diversified agriculture.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:

FAX: For testimony less than 5 pages in length, transmit to 808-586-8484 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 20MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony

If during the course of the hearing it appears there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three-minutes. This three-minute policy will be enforced to ensure fairness and adequate consideration to all bills.
