RELATING TO RECORDATION TRANSACTION FEES. Expands the uses and application of the transaction fee for filings in the Bureau of Conveyances authorized under Act 120, Session Laws of Hawaii 2009 and Land Court. Clarifies that the transaction fee shall be repealed on the effective date of the administrative rules adopted by the Department of Land and Natural Resources that include the establishment of a transaction fee or on July 1, 2022, whichever occurs first.

RELATING TO DAM SAFETY. Requires the Department of Land and Natural Resources to be responsible for the maintenance of, or provide for the maintenance of, private dams and reservoirs within the State. Maintains the State's immunity from liability. Appropriates funds.

RELATING TO LEASE EXTENSIONS ON PUBLIC LAND. Authorizes the Board of Land and Natural Resources to extend leases of public lands for commercial, industrial, or resort use upon approval of a proposed development agreement to make substantial improvements to the existing improvements. Repeals on June 30, 2024.

RELATING TO PENALTIES FOR VIOLATIONS ON CERTAIN STATE LANDS. Decriminalizes traffic infractions within natural area reserves, game management areas, wildlife sanctuaries, and public hunting areas.

RELATING TO ELECTIONS. Provides that requests for absentee ballots or for permanent absentee voter status may be written in English or Hawaiian. Requires the chief election officer to make English and Hawaiian absentee ballots available. Appropriates funds.

RELATING TO MOLOKAI RANCH. Appropriates moneys for the acquisition of Molokai Ranch. Requires that lands acquired pursuant to this Act be held in the public land trust.

RELATING TO THE KAKAAKO COMMUNITY DEVELOPMENT DISTRICT. Authorizes the Hawaii Community Development Authority to permit one building of up to 768 feet within each approved master plan area for the Kakaako Mauka area of the Kakaako Community Development District.

RELATING TO THE COMMUNITY-BASED ECONOMIC DEVELOPMENT PROGRAM. Establishes a subaccount within the Hawaii Community-Based Economic Development Revolving Fund for grants or loans to deliver the Micro Enterprise Assistance Program on Hawaiian Home Lands to qualified native Hawaiians, Hawaiian Homestead Associations consisting of qualified native Hawaiian members, or a Hawaiian Homestead Association's designated tax-exempt community development corporation. Appropriates funds.

RELATED TO LAND USE. Requires the Office of Planning, in consultation with the Land Use Commission, the Real Estate Commission, and the Department of Planning and Permitting of the City and County of Honolulu to study and report on the laws relating to the Land Use Commission and to condominium property regimes to determine whether they contain any deficiencies through which a landowner might develop land contrary to the legislative intent of those laws.

RELATING TO MANDATORY VESSEL INSURANCE COVERAGE. Requires vessel owners operating a vessel in and on state ocean waters who are required to be registered with the State or required to be documented by the United States Coast Guard to obtain marine insurance. Specifies the type and minimum amount of marine insurance coverage required. Exempts transient vessels from the marine insurance requirement for no more than ten business days after arriving in state ocean waters. Authorizes the Department of Land and Natural Resources to adopt administrative rules concerning marine insurance.

RELATING TO SOIL AND WATER CONSERVATION DISTRICTS. Establishes the soil and water conservation district special fund and subaccounts of the various districts. Requires that each district's revenues be deposited in that district's subaccount and expended for district purposes.

RELATING TO COMMERCIAL OCEAN RECREATION. Requires the Department of Land and Natural Resources to adopt rules pursuant to Chapter 91, HRS, to require certain safety measures for commercial ocean operators that take customers into state waters for activities such as snorkeling, scuba diving, kayaking, and surfing lessons.

RELATING TO GOVERNMENT WEBSITES. Requires that state and county websites be translated into the Hawaiian language. Appoints the Office of Planning to coordinate the translation. Appropriates funds.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
If during the course of the hearing it appears there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three-minutes. This three-minute policy will be enforced to ensure fairness and adequate consideration to all bills.
